Explanations on new budget sent by CREATOR comittee

here is the new budget given by CREATOR steering comittee.

2 mains modifications are:

• Häme and Asturias have to decrease original budget (4.000 € by region)
• A main part (48.000 €) of lead particpant external expenses have to be  shared between 6 regions  ==> which means 8.000 € for each region)
